U.S. Army Corps of Engineers to begin the public involvement process for the Galisteo Dam Master Plan

Published Oct. 30, 2020

ALBUQUERQUE, N.M. The Albuquerque District, U.S. Army Corps of Engineers (USACE), is beginning the process to develop a master plan for Galisteo Dam.

The public is invited to view a presentation found at: https://www.spa.usace.army.mil/missions/civil-works/recreation/galisteo-dam/master-plan-update/ discussing the process and instructions for public participation in development of the master plan.

The website contains a brief presentation describing the master plan process, a map of the project area, and instructions for submitting comments to USACE. All members of the public are encouraged to submit written comments and suggestions before Dec.14, 2020.

Galisteo Dam is an earthen structure built in 1965 and is authorized solely for flood and sediment control. Operating in concert with Cochiti and Jemez Canyon dams, it helps mitigate flood risk along the Rio Grande. The reservoir contains water only during flood flows and empties as soon as the water can flow through the dam's uncontrolled outlet works. There is no permanent pool of water at Galisteo Dam.

A master plan is defined as “the strategic land use management document that guides the comprehensive management and development of all recreational, natural, and cultural resources throughout the life of the water resource development project.” In general, it defines “how” the resources will be used by the general public.

Galisteo Dam needs a master plan to address regional land use, population, outdoor recreation trends, and USACE management policy.

Key topics to be addressed in the master plan include land classifications, natural and recreational resource management objectives, recreation facility needs, and special topics such as invasive species management and threatened and endangered species habitat.

Public participation and feedback is critical to the development of the master plan.
