Tori White currently serves as the Deputy District Engineer for Programs and Project Management of the U.S. Army Corps of Engineers, Albuquerque District.

White most recently served as Operations and Regulatory Chief for the South Pacific Division (SPD) headquartered in San Francisco, Calif., where she was responsible for oversight, management, programing, administration, and evaluation of the navigation, coastal, flood risk management, natural resource management, recreation, environmental stewardship, sustainability, section 408, and regulatory programs for the four subordinate districts covering all or portions of seven states. White has over 30 years of experience in USACE serving in multiple positions including assignments as chief, Real Estate Division, Jacksonville District; chief, Regulatory Division, San Francisco District; Regulatory program manager, South Atlantic Division; and Engineering & Construction Chief for Task Force Puerto Rico Recovery. White was also key in establishing an environmental program for the provisional South Pacific Border District to ensure incorporation of environmental operating principles into the fast-paced border barrier construction.  

White serves as SPD’s Senior Environmental Review Officer for One Federal Decision, Champion for the Corps of Engineers Safety and Occupational Health Management System, board member of the Pacific Chapter of the Western Dredging Association (WEDA), and member of WEDA National Safety Commission.  

White has a Bachelor of Science in Marine Science from the University of South Carolina, a Master of Science in Marine Biology from the University of North Carolina at Wilmington, and a Coastal Engineering Program Certification from Old Dominion University. She is married with three kids. In her free time, she enjoys visiting National Parks, skiing, playing banjo and mandolin, and teaching group exercise classes.
