Public Notices Module Now Available
Enhances RRS Functionality!

The U.S. Army Corps of Engineers (USACE) is excited to announce the launch of the Public Notice module on the Regulatory Request System (RRS). Released in January 2025, this new feature allows users nationwide to search, review, and comment on projects being reviewed by the Regulatory Program, significantly enhancing transparency, accessibility, and efficiency. The Public Notice module provides access to Regulatory projects requiring a standard permit or when public notices are issued to develop Mitigation Banks, In-lieu Fee Programs or to issue/reissue a Regional or Programmatic Permit or Section 404 Letter of Permission.  It organizes notices by state and district, which can be viewed in a table format or on an interactive map. Users can easily search for notices by project name or address and submit comments directly through the platform, streamlining public engagement and reinforcing USACE's commitment to improving transparency and the permitting process.

The RRS is a web-based platform, currently in its beta version, designed to simplify the permitting process and enhance user experience. In addition to the new Public Notice Module, RRS enables users to submit permit applications, request jurisdictional determinations, and schedule pre-application meetings, all through a user-friendly interface.

  • SPA-2024-00043 Tico Time Wave

    Expiration date: 8/15/2024

    The U.S. Army Corps of Engineers, Albuquerque District, (Corps) and the New Mexico Environment Department’s Surface Water Quality Bureau (SWQB) are evaluating an application for the Tico Time Wave, located in the Animas River, San Juan County, New Mexico, which would result in impacts to approximately 0.13 acre or 75 linear feet of perennial stream, and 0.02 acre of adjacent wetland, both of which have been preliminarily determined to be waters of the United States (WOTUS). This notice is to inform interested parties of the proposed activity and to solicit comments.

  • Public Notice announcement of Phase 1(b) of the Regulatory Request System (RRS)

    USACE is pleased to announce that the new national online application portal and management platform, known as the Regulatory Request System (RRS) now includes an electronic submission option for permit applications.

    Public Notice announcing Albuquerque District, Regulatory Division’s proposed Regional Section 404 Clean Water Act Letter of Permission Abbreviated Processing Procedures. This notice is to inform interested parties of the proposed permit and to solicit comments.

  • SPA-2023-00323: Cottonwood Creek Stabilization from Academy to Union

    Expiration date: 6/3/2024

    The U.S. Army Corps of Engineers, Albuquerque District, (Corps) is evaluating a permit application from the City of Colorado Springs Stormwater Enterprise to construct the Cottonwood Creek Stabilization from Academy to Union project, which would result in impacts to approximately 3.08 acres of waters of the United States (WOTUS), including 0.29 acre of wetlands adjacent to Cottonwood Creek and 3,415 linear feet of stream. This notice is to inform interested parties of the proposed activity and to solicit comments.

  • SPA-2023-00443: Prospcetus for establishment of the Stonewall Springs Wetland Mitigation Bank

    Expiration date: 3/31/2024

    The U.S. Army Corps of Engineers, Albuquerque District (Corps), is evaluating a prospectus for the establishment of Phase-1 of the Stonewall Springs Wetland Mitigation Bank (SSWMB), which would result in the establishment, enhancement, and preservation of a total of approximately 101.45-acres of waters of the United States within the Upper Arkansas watershed (Hydrologic Unit Code [HUC]-8, No. 11020002). If authorized, this mitigation bank would enter into financial transactions with individuals or entities receiving authorization under Section 404 of the Clean Water Act of 1972, when appropriate, to provide compensatory mitigation credit as part of Clean Water Act Section 404 permits or enforcement actions within the proposed service area. This notice is to inform interested parties of the proposed activity and to solicit comments. The final prospectus for the proposed SSWMB titled, Prospectus for Stonewall Springs Wetland Mitigation Bank Pueblo County, Colorado, dated December 11, 2023, is included as an attachment to this public notice.
