PUBLIC NOTICE SPK-2004-75197; County Road (CR) 522 project

Expiration date: 6/25/2023

The U.S. Army Corps of Engineers, Albuquerque District, (Corps) is evaluating a request from the Grand County Board of Commissioners (applicant) to extend the expiration date of a previously issued Department of the Army (DA) Standard Individual Permit which authorized the construction of a two-lane road and pedestrian trail within waters of the United States (WOTUS). The applicant was initially provided Corps authorization for the project on June 15, 2012, and received a previous permit extension on August 31, 2020. Another extension has now been requested to allow for time to complete the project. This notice is to inform interested parties of the proposed activity and to solicit comments.

SPA-2005-00585: Proposed Modification of the El Paso County Wetland Umbrella Mitigation Bank – Akers Wetland Mitigation Site

The U.S. Army Corps of Engineers, Albuquerque District, (Corps) is evaluating a proposal by the El Paso County, Department of Public Works, to modify the El Paso County Wetland Umbrella Mitigation Bank (Action No. SPA-2005-00585) by adding the new Akers Wetland Mitigation Site (AWMS). The AWMS would provide additional wetland mitigation credits for El Paso County projects requiring compensatory mitigation for unavoidable impacts to aquatic resources authorized by the Corps under Section 404 of the Clean Water Act. This notice is to inform interested parties of the proposed activity and to solicit comments.

SPA-2011-00122: Joint Public Notice – Navajo Transitional Energy Company, Navajo Mine

The U.S. Army Corps of Engineers, Albuquerque District, and the Navajo Nation Environmental Protection Agency Water Quality/NPDES Program are evaluating an application for the Navajo Transitional Energy Company for a project at their Navajo Mine, City of Farmington, San Juan County, New Mexico, which would result in permanent impacts to waters of the United States. Approximately 0.63 acre or 11,121 linear feet of intermittent stream channels and three ponds created in uplands, totaling 3.69 acres, would be permanently impacted as a result of the open pit coal mining. This notice is to inform interested parties of the proposed activity and to solicit comments.

The U.S. Army Corps of Engineers, Albuquerque District (Corps), hereby issues Regional General Permit NM/West TX-17-01 for emergency repair and protection activities within the New Mexico and West Texas (NM/West TX) Regulatory Branch area of responsibility, which includes New Mexico, parts of west Texas, and the entire Navajo Nation within New Mexico, Arizona, and Utah.

SPA-2023-00106 – Southmoore Drive Channel Stabilization Project

The U.S. Army Corps of Engineers, Albuquerque District, is evaluating a permit application from Fountain Creek Watershed Flood Control & Greenway District to construct the Southmoore Drive Channel Stabilization project, which would result in impacts to approximately 0.37 acre of wetland adjacent to Fountain Creek and 1,930 linear feet (3.86 acres) of streambed within the ordinary high-water mark (OHWM) of Fountain Creek. This notice is to inform interested parties of the proposed activity and to solicit comments.
