This ceremony is a reaffirmation of the Oath of Office as Williams takes on his new supervisory roles for the district. The oath is to support and defend the U.S. Constitution and to faithfully execute their duties in this supervisory role.

The Operations Project Manager is the project manager and the leader for his/her civil works project(s), crossing business lines and organizations to bring together all of the disciplines necessary to accomplish the missions of flood risk management, natural resource management, recreation, environmental stewardship, and/or water supply at each respective project.

A successful OPM utilizes leadership skills encompassing the ability to function in resource management, personnel management, labor relations, budget development, facility management, and life cycle management for the full range of missions at their respective projects. The Operations Project Manager must possess the communication skills and ability to work with people throughout the organization and with external stakeholders, partners, and the public on a level that allows for effective decision making.
