SPECIAL PUBLIC NOTICE: COLORADO MITIGATION PROCEDURES AND THE COLORADO STREAM QUANTIFICATION TOOL

Interested parties are hereby notified that the District Engineers for the U.S. Army Corps of Engineers (Corps), Albuquerque and Omaha Districts, are authorizing the Colorado Mitigation Procedures and Colorado Stream Quantification Tool for use within the Albuquerque and Omaha Districts in the State of Colorado.

Colorado Mitigation Procedures – The Colorado Mitigation Procedures (COMP) establishes basic regulatory requirements for the use of stream and wetland functional assessments at impact and mitigation sites and describes the methods for quantifying stream and wetland credits and debits to satisfy regulatory requirements under Section 404 of the Clean Water Act within the Albuquerque and Omaha Districts in Colorado.

Colorado Stream Quantification Tool (Beta) – The Colorado Stream Quantification Tool (CSQT) is a functional assessment method that identifies a suite of stream functions and establishes standard operating procedures for collecting data on prospective stream impact and mitigation sites. The CSQT is an objective, measureable, and repeatable set of standard operating procedures based on quantitative data and field measurements which results in a functional foot score. The functional foot score will serve as a foundation to quantify changes in stream functions as a result of projects requiring permits under Section 404 of the Clean Water Act within the Albuquerque and Omaha Districts in Colorado. The CSQT is composed of a spreadsheet tool, a user manual, and a scientific support document.

  1. Click the RIBITS link to navigate to the RIBITS homepage.
  2. On the left-hand side of the page under <------FILTER------>, select the USACE District radio button and then, from the dropdown menu, select "Albuquerque"
  3. On the left-hand side of the page under <------MENU------>, click "Assessment Tools"

The Corps is soliciting written comments from the public; federal, state, and local agencies and officials; Indian Tribes; and other interested parties in order to consider and evaluate the use of the CSQT and COMPS. Any comments received through September 7, 2019 will be considered by the Corps of Engineers to determine whether to modify, adopt, or terminate the use of the CSQT or COMP. Comments, both favorable and unfavorable, will be accepted, made a part of the record, and receive full consideration in subsequent actions on these procedures.
