RRS Public Notice module

Public Notices Module Now Available
Enhances RRS Functionality!

The U.S. Army Corps of Engineers (USACE) is excited to announce the launch of the Public Notice module on the Regulatory Request System (RRS). Released in January 2025, this new feature allows users nationwide to search, review, and comment on projects being reviewed by the Regulatory Program, significantly enhancing transparency, accessibility, and efficiency. The Public Notice module provides access to Regulatory projects requiring a standard permit or when public notices are issued to develop Mitigation Banks, In-lieu Fee Programs or to issue/reissue a Regional or Programmatic Permit or Section 404 Letter of Permission.  It organizes notices by state and district, which can be viewed in a table format or on an interactive map. Users can easily search for notices by project name or address and submit comments directly through the platform, streamlining public engagement and reinforcing USACE's commitment to improving transparency and the permitting process.

The RRS is a web-based platform, currently in its beta version, designed to simplify the permitting process and enhance user experience. In addition to the new Public Notice Module, RRS enables users to submit permit applications, request jurisdictional determinations, and schedule pre-application meetings, all through a user-friendly interface.

We encourage you to explore the Regulatory Request System and its new features by visiting rrs.usace.army.mil. For additional information or to provide feedback, please contact us at rrs@usace.army.mil

Special Public Notice: New Requests to be Submitted through the Regulatory Request System

USACE-Albuquerque District Regulatory Division
Published Feb. 23, 2026

SUBJECT: New Requests to be Submitted through the Regulatory Request System

The purpose of this special notice is to inform the public that the Albuquerque District of the U.S. Army Corps of Engineers (USACE) is transitioning to accepting all new requests for Regulatory Program products through the USACE’s Regulatory Request System.

Effective May 1, 2026, the Albuquerque District expects all new requests for Regulatory Program products to be submitted through USACE’s Regulatory Request System (RRS) at https://rrs.usace.army.mil. New requests submitted by email, including through the district’s general mailbox (“SPA-RD-CO@usace.army.mil” or “SPA-RD-NM@usace.army.mil“), or other means may not get processed promptly.

The RRS is a secure, web-based platform designed to provide a consistent experience across the USACE Regulatory Program, streamline data collection, and improve customer service and response times. The RRS allows users to submit requests for pre-application meetings, permits, jurisdictional determinations, and no permit required letters. Once a request is submitted, the requestor receives email confirmation and the action is assigned to a staff member within 2 business days, with a second email to the requestor providing contact information. The RRS also allows users to upload supporting documentation, track the status of requests, review and comment on public notices, report potential violations, and get information about the Regulatory Program, all in one centralized location.

After May 1, 2026, submitting new requests through means other than RRS may result in processing delays. Note that customers may continue to send general inquiries and post-permit follow-up materials, such as monitoring reports and compliance certifications, to the Albuquerque District’s general mailbox, which will be checked by staff at least once a week.

As part of the transition to accepting all new requests for Regulatory Program products through RRS, the Albuquerque District will also be updating its website to remove Regulatory Program information already available in the RRS. The Albuquerque District website will instead focus on region-specific information and direct users to the RRS as the select method for submitting new requests.

This transition supports USACE’s ongoing efforts to modernize Regulatory Program processes, leverage technology, streamline processes, and improve transparency.
