Final Environmental Impact Statement and Record of Decision Documents


A Final Environmental Impact Statement (FEIS) has been prepared, pursuant to the National Environmental Policy Act (NEPA) of 1969 (as amended), by the Bureau of Reclamation (Reclamation), U.S. Army Corps of Engineers (Corps), and the New Mexico Interstate Stream Commission (Commission), as joint-lead agencies.

This FEIS is being conducted in accordance with NEPA to identify and assess potentially significant environmental, economic and social impacts, and to address other issues associated with changes in water operations on federally-operated facilities in the Rio Grande basin above Fort Quitman, Texas. Some of the issues considered include changing the channel capacity criteria at Albuquerque, storage or non-storage of Rio Grande water in authorized San Juan-Chama space in Abiquiu Reservoir, extension of waivers at Heron Reservoir, and operation of the Low Flow Conveyance Channel.
