On June 26, 2008, the U.S. Army Corps of Engineers (Corps) issued Regulatory Guidance Letter No. 08-02 (RGL 08-02) to clarify the use of preliminary and approved jurisdictional determinations (JDs). A copy of RGL 08-02 is attached to this notice and available at: http://www.usace.army.mil/CECW/Documents/cecwo/reg/rgls/rgl08-02.pdf. In accordance with RGL 08-02, this special public notice identifies Albuquerque District procedures to streamline the process for applicants who want to obtain Corps permit authorizations or jurisdictional determinations.

The U.S. Army Corps of Engineers, Albuquerque District, announces the publication and one-year trial implementation period of the Great Plains Interim Regional Supplement (Supplement) to the 1987 Wetland Delineation Manual (1987 Manual). This Supplement was developed by wetland delineation experts from state and Federal agencies and academia with experience within the Great Plains. It has been peer reviewed by an independent panel of Great Plains scientists and practitioners and made available for 90-day public comment period.

SPA-2007-00247A-ABQ November 10, 2009 December 1, 2009 The application is for a permit to place/discharge dredged and/or fill material as a sewage utility line placement in the Arroyo de La Barranca (the Barranca) in Rio Rancho, Sandoval County, New Mexico. The project has been modified to remove a 7,818’ line segment from a tributary to the Barranca and instead increasing the line placement within the Barranca main channel by 2,200 feet. The City has proposed the modification in order to maintain the tributary’s channel integrity.
SPA-2009-00476-ABQ October 6, 2009 November 3, 2009 We are requesting public comment on the following project before the above comment due date. The application is for a permit to place/discharge dredged and/or fill material associated with bank stabilization/restoration at four locations within the San Felipe Pueblo along the middle Rio Grande. The project includes installation of 5,750' of bioengineered bank protection and riprap toe protection. Also included would be 560' of stream bank realignment and hard lining. To accommodate the diversity of the four sites, the approach varies slightly at each site, including the use of willow trenches, removal of bar features, construction of pedestrian access ramps, or a hard-lined bank portion.

This application is a resubmittal for a permit to place dredged and/or fill material due to a design change for the Arroyo Venada culverted road crossing. The original application was withdrawn to develop the new Arroyo Venada crossing design. The other two arroyo crossing designs have
remained unchanged.

The application is for a permit to place/discharge dredged and/or fill material as stream diversion structures and as a concrete culverted road crossing. Additionally, a new channel will be constructed in uplands reducing the overall stream length from approximately 1,347 feet to 1,072 feet. The proposed project is part of the Paseo del Volcan Extension in the Arroyo
Venada and its tributaries in Rio Rancho, Sandoval County, New Mexico.

The U.S. Army Corps of Engineers (COE) is preparing an Environmental Impact Statement (EIS) to analyze the direct, indirect, and cumulative effects of a proposed water supply project in Wyoming and Colorado, referred to as the Regional Watershed Supply Project (RWSP). Construction of the proposed RWSP is expected to require a Clean Water Act Section 404 permit. The Project is proposed by Million Conservation Resource Group (MCRG), which is a private water development group. The RWSP proposes to provide approximately 250,000 acre-feet per year of new annual firm yield to meet a portion of the projected water supply needs of southeastern Wyoming and the Front Range of Colorado on a perpetual basis through 2030 and beyond.
