Brief Description: On On March 13, 2012, the U.S. Army Corps of Engineers (Corps) Albuquerque District cited the Fort Carson Army Garrison for violation of Section 404 of the Clean Water Act (CWA) for the unauthorized discharge of dredged/fill material into waters of the U.S. associated with the relocation of approximately 700 linear feet (LF) of the I-Ditch stream channel. Subsequently, at the direction of the Corps, Fort Carson installed appropriate erosion control mechanisms to prevent further erosion of the I-Ditch channel. On August 28, 2012, Fort Carson submitted an after-the-fact permit application to the Corps for the realignment and permanent stabilization of the I-Ditch channel. Details of the proposed project are provided in this public notice and in the attached maps and drawings. The purpose of this public notice is to inform interested parties of the project and to solicit comments.

Brief Description: The permitted project includes a discharge of approximately 4,000 cubic yards (cy) of dredged and fill material into waters of the U.S. during construction of bendway weirs and 12,000 cy of dredged and fill materials during the construction of the floodplain bench for the Bureau of Reclamation (BOR), San Ildefonso Pueblo, Bank Stabilization Project. The project will be constructed in the Rio Grande and abutting wetlands within San Ildefonso Pueblo, Santa Fe County, New Mexico. The project involves the construction of seven (7) bendway weirs (0.46 acre), the construction of a floodplain bench on the east bank of the river (1.23 acre) and the removal of the point bar on the west bank of the river (1.86 acre of excavated materials). A temporary diversion berm approximately 300 ft. long x 32 ft. wide x 3 ft. high will be constructed to divert flows from the east bank work area during construction (0.22 acre). Two temporary equipment ramps will be constructed in Wetland 1 and Wetland 5 (0.04 acre).

Brief Description: The applicant will be mining sand, gravel and rock materials from the bed of the Rio Chama. Conventional heavy equipment such as front-end loaders, backhoes and track hoes will used to excavate the material out of the streambed. Total depth of excavation will typically be 3 to 5 feet and limited by the shallow presence of bedrock (Mancos Shale). Bedrock material is not excavated. The material is usually removed immediately from the streambed by the excavating machinery or by loading a waiting dump truck. The maximum area of operations within the streambed extends approximately 1,800 lineal feet downstream from near the north property boundary. The project area encompasses the entire width of the streambed excepting setbacks and when limited by river flow (see mitigation below). However, the actual area of daily operations will typically be limited to 1 or 2 acres.

Brief Description: Beckner Road Equities, Inc., plans to discharge approximately 378 cubic yards of rock riprap, 666 cubic yards of concrete and 508 cubic yards of earthen fill as dredged and fill material into waters of the United States during construction of the Las Soleras Development in the Arroyo de los Chamisos and its tributary in Santa Fe, Santa Fe County, NM. The project involves construction of nine CBC extensions at Cerrillos Road, eighteen CBCs at the Chamiso and Las Soleras Drive crossings, six 72-inch CMPs at Rail Runner Drive, one 66-inch CMP and two 72-inch CMPs at Richards Avenue. Also the permittee will construct one 300 LF of riprap bank stabilization and one 100 LF length of riprap bank stabilization structure in the A. de los Chamisos, one 128 LF riprap bank stabilization site in the tributary arroyo and a sanitary sewer line crossing with erosion protection. Total fill area will be approximately 0.62 acre.
