City of El Paso Central Area Flood Risk Management Study - Estudio del Manejo de Riesgo de Inundaciones del Área Central El Paso, TX

The U.S. Army Corps of Engineers, Albuquerque District (Corps), in partnership with El Paso Water, is studying ways to reduce flood risk and damages caused by flooding and debris (sediment, gravel, rocks, and other materials carried by flood waters) in the Central area of El Paso.

The study is considered a flood damage reduction study and was specifically authorized by Section 1201: Authorization of proposed feasibility studies; Subsection (24): City of El Paso, Texas, of the Water Infrastructure Improvements for the Nation Act (WIIN), 16 December 2016, Public Law 114-322 of the 114th Congress.

The project is located in the city of El Paso, Texas, and is focused on roughly 12 square miles of the southeastern Franklin Mountains and the Central area of the city of El Paso.

Multiple arroyos on the southeast side of the Franklin Mountains contribute to the flooding issues observed in the Central area and south of I-10. Flood flows come off the mountains and generally move east then south, combining with urban flows to cross I-10 and pond in a relatively flat area between the interstate and the Rio Grande River, or enter the Rio Grande River. Flooding also spreads east of Highway 54 and west to the BNSF railyard.

The U.S. Army Corps of Engineers, Albuquerque District (Corps), in partnership with El Paso Water, is studying ways to reduce flood risk and damages caused by flooding and debris (sand, mud, gravel, rocks, and other materials carried by flood waters) in the Central area of El Paso. 

El Cuerpo de Ingenieros del Ejército de los Estados Unidos, Distrito de Albuquerque, en colaboración con El Paso Water, está investigando soluciones para reducir el riesgo y daños causados por las inundaciones y escombros (arena, lodo, grava,piedras y otros materiales arrastrados por las inundaciones) en el área central de El Paso. 

Comments should be submitted by Nov. 10, 2022, for the project team to consider your ideas as we develop alternatives for managing flood risk in the Central area.
